Dear Auditor’s,

Afghan Health and Development Services (AHDS) is a non-for-profit, non-governmental and non-political organization founded by Afghans on April 7th, 1990.  AHDS is registered in Afghanistan as a national NGO (No. 5) and in the USA as a tax-exempt 501(c)(3) organization. AHDS is also an active member of Afghan NGOs Coordination Bureau (ANCB), Agency Coordinating Body for Afghan Relief (ACBAR) and Alliance of Health Organizations (AHO).  AHDS is one of the first signatories of the Codes of Conduct for NGOs engaged in humanitarian action, reconstruction and development in Afghanistan.

AHDS would like to conduct organizational audit for year 2018 based on criteria mentioned below and requests all qualified firms who is registered with international Audit Firms and have valid AISA licenses in Afghanistan, to submit their offers.

Audit Criteria:

  • Assessment of organization’s internal control environment and providing necessary recommendations for improvements.
  • Auditing 13 projects 
  • Approximate Five Million USD expenditure
  • Physical verification of assets.
  • Audit of annual financial statements of AHDS for the year ended December 31, 2018 in accordance with International Financial Reporting Standards (IFRS) on Auditing.
  • Audit of annual financial statements of AHDS for the year ended December 31, 2018 in accordance with GAAPs USA
  • Calculation of indirect cost rates in accordance with the regulations of A-133 of Office of Management and Budget (OMB).
  • Projects are implemented in Kunar, Kandahar and Urozgan Provinces of Afghanistan, and the original documents are available in AHDS Kabul Office.
  • Field Visit (Kunar, Kandahar & Urozgan)
  • Presentation of findings to AHDS Management along with proposed recommendations if any.
  • Reviewing management’s follow up of last year’s audit findings (2017)

Proposal Criteria:

  • The proposal should state provision of Audit management letter.
  • The draft of audit should be ready within one month for review by AHDS.
  • Both Soft and Hard copies of the necessary documents will be provided. Final Report to be provided in 5 hard copies.
  • Agency’s registration documents with International Audit and AISA. 
  • Declaration that at least one of the qualified staff of the organization “MUST” be based in Afghanistan and should be part of proposal.
  • Stating their staff qualifications related experience of both firms and staff with NGOs in Afghanistan. Particularly those staff who will be involved in this assignment.
  • Audit fee, and payment provision, clients reference and any other services/activities.

Successful Proposal Criteria:

The criteria for selection of the successful proposal will include general experience, qualifications, reputation, experience with similar organizations, and the audit fee. Although the audit fee will be an important factor, but will not be the only factor of consideration.

Proposals must be received by 4:00 PM on December 16, 2018.
